Leicester HMO landlord order to pay £29k

A Leicester landlord who rented out a house in multiple occupation (HMO) without a license has been ordered to pay almost £29,000 in fines and court costs.

Samsud Wadi, 40, of Evington, appeared before Leicester Crown Court on 14 January in connection with a string of offences relating to management of the HMO he owned and failed to have a licence for.

The court heard how Wadi’s property at 14 Humberstone Drive contained eight bedsits over three storeys with some shared facilities, and should have been licensed as a HMO.

Wadi had been advised that he needed to apply for a HMO licence in April 2015, but had failed to do so.

He pleaded guilty to the offences before Leicester magistrates on 10 December, but the case was referred to crown court which has greater sentencing powers.

Leicester Crown Court fined Wadi £12,000 for running an unlicensed HMO, and fined him a total of £13,000 for breaching five HMO management regulations. In addition, Wadi was ordered to pay £3,700 prosecution costs.

Leicester City Council assistant city mayor for neighbourhood services Cllr Kirk Master said: “Licensing regulations for HMOs are there to protect the rights of tenants, and landlords have an obligation to ensure their properties are correctly licensed.

“In this instance, that was not done despite the landlord being advised that he needed to do so, leaving us with no option but to take legal action against him.”
