Unlicensed landlord fined £3k

An unlicensed landlord who rented out a property in Margate has been fined £3,000.

The property on Northdown Road, CT9, is located in a selective licensing area covering parts of Margate and Cliftonville, meaning that buy-to-let landlords must obtain a license from the council and meet a range of conditions, designed to drive up the quality of rented accommodation in the local area.

The landlord, Nathaniel Emmanuel Jalal, failed to answer repeated requests from Thanet District Council to make a selective license application.

The judge at Canterbury Magistrates’ Court fined Jalal £3,000 in his absence – he opted not to attend court – and ordered him to pay a contribution of £120 towards the council’s prosecution costs and a victim surcharge of £170.

Cllr Lin Fairbrass, deputy leader of the council and cabinet member for community services, said: “Selective licensing means that landlords must take responsibility for their properties. This particular landlord chose not to take his management responsibilities seriously and now faces a fine much larger than the licence application fee.

“This landlord still has to make an application for a selective licence or he will face a further prosecution and in all likelihood a much larger fine.

“Thanet District Council has a comprehensive enforcement programme about to start in the new year and I would advise any landlord who does not hold a valid licence to make a licence application without delay.”
