Landlords in Scarborough face £100 fine for late application

The deadline for landlords in parts of Scarborough’s Castle and North Bay wards to apply for a license under the local council’s new Selective Licensing scheme has now passed.

Landlords had until midnight on Sunday 31 December to apply for a licence. Those that failed to do so now face a £100 penalty charge for late application.

The scheme, which became compulsory on 1 July 2017 for privately rented properties in large parts of the two wards, requires landlords of those properties to apply to the council for a licence, as part of the council’s bid to improve the standard of accommodation in the areas, tackle anti-social behaviour, and raise more money.

Under the terms of the new licence, landlords are required to meet a number of conditions, including an existing gas safety certificate for a property with gas, functioning smoke alarms, additional fire safety measures and safe electrical appliances.

The license also requires there to be a suitable tenancy agreement in place, as well as suitable property management, with all licence holders and managers required to prove that they are ‘fit and proper’ persons.

The standard licence fee is £550 for a single household property. An extra £100 per household will apply if the licence is for a property that contains more than one household. The licence will be valid for five years.

Buy-to-let landlords operating unlicensed properties within the Selective Licensing areas could eventually be fined up to £20,000.
