This isn't new or news. Councils are fully aware how far they are in the mire and it's cheaper to pay off Landlords than to fund temporary accommodation. I would imagine even that is full to overflowing and hotels are now perhaps also reluctant to put up with it and work with the Council. It may appear that the Councils are doing Landlords favours, or at least that's what they want you to think, but it's not managing the problem and just passing it from department to department. When the benefit system is changed to stop paying out to scroungers and 'entitled' then we may see things progressing. The PRS is being governed by the dropouts (perhaps they have got it right!)

How long before we see all the hotels who are temporarily homing the 'evicted' tenants selling up? - I can't imagine what the hoteliers are having to deal with and doubt the Council are 'managing' the situation well. Thankfully they only have to stay there until the council builds some new housing estates

Is this not more that a Landlord can require to see Pet Insurance in place rather than something the Landlord has to pay for? If this is the case, then I am going to insist that Tenants have their own contents insurance from now ......

It would seem sensible that if anyone is looking to extend their rental property without the correct permission that the rental income would far exceed the fines if it takes a council from March 2021 to follow up in February 2023

Another pointless document only produced to give Landlords another opportunity to slip up and not comply. Two years for it to be updated? I am sure if 'we' were to take that long to update our processes that someone would soon fine us huge amounts of money. I thought you could just look on social media for all the changes to legislation posted by all the knowledgeable and up to date keyboard warriors

There's nothing new with this and for years Councils have been trying to win Landlords over in the hope the PRS will help out with the housing crisis and take some of the pressure off the Housing Department. Whilst I appreciate that not everyone on the housing list are problematic, there is certainly a high percentage; housing allowances 'paid' to tenants are falling very short of the rental prices being achieved and there are many instances where properties are not managed at all well by the authorities. Deposit bonds are handed over and don't always cover the damage done. Is the bill for the shortfall going to be constantly picked up by the council and if they have such a pot of money why don't they build their own housing? The carrot being dangled doesn't seem that fresh

In response to @PossessionFriendUK The house was sold - "But in early February - 19 days after taking possession - the property was put on the sales market, with an offer accepted the following month." I don't see how it is of any concern of the previous tenants if they were able to find somewhere else to live.
