In the last crash many surveyors were put out of business because they were sued for over valuation, and due to this many could not trade as PI insurance was difficult to obtain. If you were a surveyor in the current market what would you do, I would be watching my back and valuing on the low side.

The house we live in (a substantial 4 bed) was built in the very large garden of a council house, sold to the tenants at a massive discount who then sold off a building plot. Not the best use of public money

Would it be possible to put conditions in the lease to break the rent down into rent and other direct charges. If a licence fee is then charged the tenants will see the direct effect on their pocket

I would be happy to sell any of our properties at market rate to any tenants. CGT could be an issue but less now than it was since the screw has been tightened. We have a tenant who has been in for eight years and I really don’t want to get to the point of eviction when we sell. If government really want to end private rentals a CGT and maybe stamp duty discount when tenants buy seems like a good idea.

Why would the government want to speed up evictions from private lets. A tenant not paying their rent is a tenant who is receiving a subsidy from the private landlord. Kick them out earlier and the state pays for their accommodation.
