Cllr Carole Hegley, executive member for adults, social care and housing operations, commented: “Landlords of Houses in Multiple Occupation must apply for a licence, which is in place to ensure that tenants are safe.

“Despite us requesting that improvements be made, the landlord carried on and has paid the price.”

I wouldn't want to be accused ( because I'm NOT ) of Racism, but passing an observation - that Many ( not All, I accept ) of the Landlords fined for overcrowding seem to have Indian surnames !
The tenants who have been over-charged and provided, what is British sub-standard accommodation Also seem to from abroad ? Is this connected to the different standards and expectations that people from other cultures have ?
I'm not saying its right or justifies the breach of English legislation, just offering an understanding. ?
