Landlord hit with half million pound fine after using fake name

A landlord who used a fake name to evade detection has been hit with £485,000 in fines after illegally renting out a shed as five flats.

Yehudi Levhar of Sudbury also previously pleaded guilty to letting a house at the same premises as two flats without planning permission.

Brent council was tipped off by neighbours who reported the property back in 2013.

Officers served a planning enforcement notice to stop the premises being let as seven flats, but the landlord failed to comply.

Tenants told officers their landlord was called Barry Jacobs but officers were only able to locate “Barry” in 2016 and were unable to prove who he was. 

The premises was later registered with the land registry under the name of Yehuda Levhar. 

In 2020, officers tracked down Levhar and took him to court, prompting three years of hearings.  

Levhar was ordered to pay £60,000 in costs to the council, £1,000 fine to the court and a £424,000 confiscation order to the government for the criminal profit he made over several years.

A council spokesperson says: “Yehuda Levhar has felt the force of the law for choosing to rip off tenants, house them in appalling conditions and ignore planning regulations. 

“This sort of exploitation is illegal and we will root out every last landlord in Brent who acts like this.

“We will utilise in full force our recently granted borough-wide licensing, which will enable us to improve standard of living for renters in Brent, and give landlords clear guidance on what responsibilities are expected of them to safeguard renters’ security."

    See proven now what their real aim is and there is much more to come. Legalised equity theft. Last time I checked I thought it was only prisoners that were forced to live where they were told. These tenants were not forced to live there!! They chose to live there to suit their budget and standard of living expected.
    Where do these people live now cos there’s plenty of houses and flats available at reasonable rents isn’t there? Yehudi's biggest mistake was not taking Brent council seriously, absolutely stuffed full of bitter vindictive lefties. He didn’t realise he was playing poker and the council not only have aces up their sleeve but taxpayers funds to play the game with.

    Haven’t been following this case but obviously if a Tenant complains as far as Councils are concerned you are a Rogue landlord and immediately guilty regardless. I believe they will continue in this vain making the Housing & Homeless situation infinitely worse which has been the case thus far.

    As much as the guy is a proper wrong un' how are the 'tenants' totally blameless? They must have seen the property, tent, shed, outhouse or whatever it is and decided it was for them. Cannot call them tenants.

    Brent council is run by Loony Left Labour: Criminality grows in lawless environments.
    I had a wonderful experience with Brent. I bought a house in auction and was advised it is in a good location for renting rooms. so I contacted the Brent council and asked about HMO licensing and advise on what I should do. I was told I don't need a license and can just rent the place. Couple of years later I saw a letter at the property suggesting that I may need a license. So I contacted Brent again paid the fees and asked them to come and inspect the place and advise on any thing I have missed out on. They sent me a license but didn't visit the place to inspect. so I called them and asked them to come and inspect my property, they advised they will do so and yet no visit.
    During this period I researched more about HMOs and wanted to extend develop the property, I was having so much trouble with planning my license was about to run out. So I gave all the tenants notice to vacate, some of them took longer to leave and during this period Brent raided my property and sent me a letter detailing their findings and asking for information on all the tenants that lived there.
    I read the law they cited in their letter and advised them that they are not following the law and they need to start following the law. They disputed it and proceed to send me letter of intension to fine me showing the fine amount and a discount of 20% if I paid up voluntarily.
    I promptly replied how they have not safeguarded any of my tenants as they failed to inspect my property and that they didn't follow the law in sending me these threats and told them to start all over. The day before their 6 month window was up a desperate sounding email came from the same looser at Brent council asking if I was going to pay. The response from me was the same as before. Soon after that I received a letter from Brent thanking me for paying a fine I hadn't paid.
    So who are the criminals here? They absolutely don't care about the tenants and more over they are playing into the hands of build to rent property developers. There are thousands of such flats in Wembley.

    The Whole Business is getting ridiculous with Computerisation , Companies are non Contactable like OVO Energy 2 months gone but still not possible to Contact them set questions but not the question that I want.
    The Tenants vacated at I want to convey that simple message to them but not possible.
    Your Account Number don’t match your email address can’t go no further.
    I don’t have an Account Number with you anymore thank god I left them years ago
    This is a different property and wanted to give details and update the previous meter readings, not possible you can chat to their stupid talking machines to no avail to add insult to injury, no way of contacting them emails return the same nonsense as before how much waste time do they think we have got

    Michael, Don't get me started on this one.... As an overseas landlord, it's just about impossible these days to contact an energy supplier or council, to pay council tax. Overseas phone numbers are blocked, access to websites are blocked. I've had to resort to contacting them on Facebook!! Then trying to pay is impossible. Currently been trying to contact EDF and let them know tenant has moved out and I'm now responsible for the bills. I've explained it now to over 5 people and they still don't understand that I'm the landlord and want bills in my name until the place is re let. Apparently that is too complicated for them. Hoping that it's finally resolved, guess I'll find out shortly when new tenants move in.

    @ D Duck Sorry to hear about your problems.
    I don't want to tell you what to do, but if you invest in a VPN service (I can recommend MyExpat Network), it will hide your IP address and your PC behaves as if you're in the UK. You'll be able to access all the UK websites you need.
    I'm overseas often and I swear my it. And it's cheap. £8.99 per month, or £4.99 per month for the year, or £3.99 per month for 2 years.

    I always use VPN irrespective of where I am. This used be something we in the IT industry used to work on clients across the world. Now it is used more as security to stop hackers finding your ip address. This VPN element should be available with most virus software you would use like Norton. They are just as effective at no extra cost.

    It is totally and utterly wrong for any landlords not to provide correct name, address, email and phone number to the tenants. They are asking for trouble, especially after warnings. However, Brent council is greedy to charge so much penalty. Has it been worth the risk this landlord took to make some extra money from providing such accommodation. Sheds at the end of the garden are usually not habitable, unless properly done up, with furniture, heating, water supply etc. Why take such a chance. It is for the tenants to use as a storage bikes etc, as long as they empty them at the end of the tenancy. This is really causing such bad name for all landlords. Legislation gets changed to be restrictive, harsh for the landlords. They have started to leave. Just 5 to 7 years will show how even fewer properties are available for renting. It is not surprising that some tenants will take anything and then complain to the council. I would not trust tenants. Landlords need to go by the law and current legislation or stop renting.

    Michael, you are right, the computerisation and outsourcing of digital services is not helping the utility companies at all. Thames Water makes it difficult to contact them by email to let them know change of tenancy. They have outsourced their service to set up an account just to let them know of new tenants. Keep sending mail to old tenants as new tenants do not register, keep sending mail to Occupier for more than a year. If tenants are honest, they will register for the utilities. The gas and electricity suppliers get notified but they do not wish to know anything as they say ask the tenants to contact them. The AST states all this and some tenants believe a year is not long and by pass registering for any bills and walkaway. Ah! But tenants are never rogue, just landlords are the rogue ones.

    I used to have a few HMOs and council just collected the money on application and never visited any of them. Once they made an amendment that rooms less than 6.5 sq m cannot be rented out, meant properties with small rooms cannot be rented meant renting fewer rooms to fewer tenants. The council came to check why I was not applying for a license and so the empty small rooms in each property. The house with 6 bedrooms but renting to 5 so needed to apply for a license they never came to visit 8n 16 years. As the small room is 6sqm, the tenants may sublet, I locked it so they are not temped to rent it out and then complain to the council of having 6 tenants 8nstead of the licensed 5 people. Another property, I converted small room into a bathroom. Tenants like to have 2 bathrooms to be shared between 3 or people. It has 4 large bedrooms but this year there are 3 people living there. They did sublet one room for 1 month with my permission. 4 people are allowed without a license.

    Once again, bad landlord has been dealt with without being licenced. Just shows you don't need a licencing scheme to catch bad landlords.

    Vibha. I see a see a few things wrong here probably. He should have given his right name, what name was on the Contact if he had a Contact, if it were false it would be null and void. What name was on Bank Account did they pay into or paid cash as per Contact.
    How did they know how much the Confiscation Ordered
    should be, was income tax already paid on this money was it deducted from the Confiscation Order or is it additional if tax was previously paid then the fine is obviously more. Why should the Council be paid £60k for being super inefficient they should have been fined £60k it’s going on since 2013 for goodness sake/ 10 years. Is it not beyond the whit of man to check with the Land Registry who the owner was even I could do that for £3.00 and I can’t even Contact OVO Energy but they have free access and buttons at their finger tips.

    Yes Ellie. I tried and others tried on my behalf who had 10 years more education than me.
    Goodness me I had Built my own house by my own hand with total hand tools only in Ealing long before they finished University. I still have it too 50 years on, now they are all highly Educated and expect someone to give them a house.

    D Duck, how right you are C/tax as well I spent so much time on this gave up on the end and paid more than I should.
    Harrow Council closed the Civic Centre now loads of Flats being Build there, once again couldn’t contact them but advised they had moved to College Rd. So A2Z tells me it’s a quarter of a mile up towards Stanmore went there not there. Came home went back again asking every i member of the Public that would entertain me. Eventually I was told it was in St Ann’s Shopping Centre went there still struggling then a guy told me near the Bus Garage so went there walked up and down still dIdn’t see it, then I was told it’s a New Building in the lane way at back of Shops.
    There it was a brand New Building but no one able to help me 2 girls on the Reception gave me the phone number that I had rang so many times before so I rang it while in the Reception and held on 48 minutes listening to music before some one answered it still came away nothing sorted unbelievable, no one in the Council main new office able to help and to really take the pea the guy that I was actually speaking to was up stairs, Probably watching me on Camera for 48 minutes. Nothing sorted just paid…….
