Tories and Lib Dems unite to hammer holiday let landlords

There’s been something of a love-in on a local authority in a popular tourist area of the UK - with second home owners and those who let their properties paying the price.

South Hams council has formally adopted proposals for second homeowners to pay double the council tax amount for the area. 

The council does not actually have the power to implement such a decision but says it will do so “as soon as legislation allows.”

The vote was unanimous with the leader of the Liberal Democrat opposition actually congratulating the Tory council leader on her work on the issue.

South Hams council declared a housing crisis in September 2021 and launched what it calls “a 12-point action plan.” 

One of those actions included lobbying the government to allow local councils to be able to charge 200 per cent council tax on second or holiday homes to ensure they contribute fairly towards the services they receive. 

The Levelling Up and Regeneration Bill, which is currently going through Parliament, included proposals along those lines. But it is unlikely to become law until April 2024 at the very earliest.

South Hams Tory leader Judy Pearce says: "The level of second home ownership in the South Hams has detrimentally affected the long-term viability of our communities. House prices are pushed upwards by the sheer quantity of second homes. Local residents can be denied a home as prices are pushed outside of what they can reasonably afford, a problem that is especially acute for the younger generation and first-time buyers.

"In November, I went to Westminster to speak to a House of Lords Select Committee to discuss the challenges around short-term lets and the impact that has in the South Hams. It's truly concerning that with just under 4,000 second homes in the District, this means that nearly 1 in every 12 homes is a second home.

"We have taken this action to level the playing field for our local residents, making it easier for them to find somewhere to live, let alone somewhere to buy. It's not an attack on second home owners, but us standing in solidarity with our residents, because they all have a right to have somewhere decent to live."

And Lib Dem opposition leader Julian Brazil adds: "I'd like to pay tribute to the Leader of the Council. She has worked incredibly hard lobbying MPs for them to understand the issues. I've been campaigning for this over 15 years - it's the right decision."

He continues: "This is absolutely the right way forward. It will make a massive difference to us. To people who say it is an attack on second homeowners, it is not. What it is, is asking them to pay a fair share to our communities. They're in the lucky position to own not one, but two houses, when many of our local families here struggle to own just one.

"The fact that they pay a little bit more should be compared to the increase in value of their second homes. Before the latest hiccup in the economy, house prices in the South Hams increased by around 25 per cent in the last year. Increases of hundreds of thousands of pounds. We are asking them to pay a little bit extra to support the services that we struggle to deliver.”

    Describing the double Council Tax as 'contributing fairly towards the services they receive is disingenuous'. This is a punitive tax to try to force houses back into homes for locals. Whilst double Council Tax will be unpleasant for the owners it's probably not worse than the S24 taxation that forced many to change their use in the first place!

    The tax changes together with the staycation boom in the wake of the pandemic, caused much of this problem, I'm not sure that more taxation is the answer. Other the council / Govt should be making the PRS a more attractive place for LLs.

    It will be interesting to see how a married couple with a home each can be penalised for this whilst a non married couple with a home each can each enjoy a 25% discount on the standard Council Tax rate.

    How can anyone in a free democracy treat two adults differently based purely on marital status?

    I know of married couples that can't live together, still married, still want to be married and still in a loving relationship, why can't they own a house each and claim their 25% discount? none of my 3 children are married, it's very unlikely they will ever marry, they have long term partners and 2 of them have children, if myself and my wife had our time again we wouldn't have bothered, really no need now

    Robert, another anomaly is it the same way for an unmarried couple to own a house each, and each could sell their own property say for £1m each tax free while the married couple are hammered, marriage is a bad deal. Similarly single parents created by the system are miles ahead caused the unfair system, must be killing off marriage even if they don’t know by Statute what gender they are anymore, tv & media are flat out promoting this.
    Mr khan sticking out his chest having robbed the tax payers/ C/tax payers of £130m saying he will give for School meals to make himself popular to get ULEZ through, do he think we are stupid he allegedly spent £200m on it before.
    It’s a bad deal being a working tax payer….

    I don’t know what it is about relationships those days, married or not they all seem to be quarrelling. I don’t know what it is with them they seem intelligent and more educated than ever and go it so childish.
    The row is on as often as not you wouldn’t know where you stand with them. God help the parents trying to help out them out and possibly their children or make a Will, or wondering if they will they still be together and waste your acids. Perhaps when they get the soft few bob the eye gets bigger it will encourage a split and there off anyway.
    How many single Parents have a partner or is it 100% or maybe the immaculate conception.

    Add of course failure of said local authority to build enough affordable homes. My friend lives in this area in an affordable part ownership leasehold property and is having a total nightmare.

    Leasehold part ownership, yep that sounds like a total disaster , what could possible go wrong with that set up

    There is no such thing as built enough if it’s affordable subsidies / housing they will all be on it, you’ll never have enough, of if it wasn’t there you would have far less homeless people would be providing for themselves and not having great big families and expect to be kept from the cradle to the grave at mugging tax payers expense.
    I can hear nothing lately but we must have funding for everything. There is no free funding it tax payers money.

    You are quite right there would never be enough. And I agree everyone wants everything funded, where do they think the money comes from?
