Renters Reform Bill - Shelter leads 30 charities demanding action

A group of 30 charities and non-profit organisations, led by campaigners at Shelter, have urged the government to get a move on with the Renters Reform Bill.

In May, the Bill was presented to the Commons but has not yet been brought back for its Second Reading, prompting some sceptics to suggest that the measure may not have time to pass through Parliament before the next election, which is expected next year.

Shelter claims that it has evidence suggesting a renter is evicted every three minutes in England under Section 21, which is to be outlawed by the Bill when it becomes law. And a third of the 1,900 tenants it surveyed said that the last time they moved, it took them longer than two months to find somewhere else to live.

"This dire lack of security disproportionately impacts the people we represent" says Shelter, which adds: “Poor and insecure housing makes people physically sick, and has a well-documented, negative impact on their mental health. It causes social isolation and financial hardship, and traps people in cycles of poverty, struggle and uncertainty that are difficult, sometimes impossible, to break."

Signatories to the letter include Child Poverty Action Group, Citizens Advice, Liberty, the Centre for Mental Health and Disability Rights UK.

Shelter comments: “Together we are calling on the government to commit to progressing the Renters Reform Bill this parliament, and to pass it into law as promised in the party's manifesto."

A Department for Levelling Up, Housing and Communities spokesperson says in response: "The government will deliver a fairer private rented sector for tenants and landlords through the Renters Reform Bill, which will have its second reading in Parliament shortly. The Bill delivers our manifesto commitment and will abolish Section 21 'no fault' evictions to give tenants greater security in their homes.

"We are also determined to reduce the number of non-decent rented homes by 50 per cent by 2030, as well as introducing the Decent Homes Standard to the private rented sector for the first time."

The same sort of statement could be made for a landlord stuck with a bad tenant and powerless to get rid of them.

    After Covid 19, We have seen a jump of 78% increased bad check outs since the government started this further attack on the landlords by giving more rights to tenants.
    Most Tenants do not clean, they don’t replace anything broken, don’t look after gardens.
    They don’t care about the landlords property, don’t report maintenance, they cause more stress and mental health issues themselves.
    What about the poor old Landord that’s spent months working on a house for after 6 months let is left dirty ??
    Yes Bond is these but it doesn’t cover the full clean and repairs ..
    Poor Landord out of pocket again
    Reform is needed / New Government/ get Joe Bloggs In am sure he will do a better job..

    Absolutely right Nick. These are not charities. They are businesses. They pay executives extortionate amounts with money that was donated to aid their supposed cause. These organisations should be investigated and shut down. Local charities do it so much better.

    Shelter the cause of Homeless Charity and now the gang leader fronting 30 other Charities dragging them down to their level also, stop donating immediately.
    All Home owners be aware they are crashing the value of your Home, forcing landlords out is guaranteed to crash the market, the economy and cause Recession.
    They are no friends of Tenants driving up their Rents 30% in an instant by promoting The Renter’s Reform Bill and making them Homely by the thousands.
    Landlords are some of their biggest donors from their Estates with stupid inheritance tax rules, leave them 10% of your Est’ to reduce the balance of your inheritance tax by 4%. I never figured out the saving some scam, makes those 118s & ltfl look snow white.

    They're talking about a small minority of tenants in the PRS. The majority will be students who quite happily rent a student house for one or two years. Or young professionals who happily rent a room in an HMO for as long as it takes to get a job promotion/partner/buy a house. Or a newly formed couple who want to try living together before buying a house. Or people happily renting when relocating so they can get a feel for the area before buying a house that doesn't work for them. Then there's the ones who in bygone times would have been Social tenants but in this day and age are PRS tenants. Some of them have landlords who are happy to offer long term secure homes as long as they adhere to the tenancy agreement.
    So it's probably fair to say the vast majority of tenants aren't at any risk of eviction at all. Or they weren't until Shelter and all the other activists campaigned for the very one sided RRB.

    Where is this so-called "evidence"? Either produce it or shut up. And "suggesting" something doesn't necessarily make it a FACT.

    Well in that last 3 years we have services notice twice.
    We have over 200 property’s so what that telling you ?

    That would be 13,440 in 28 days. According to my calculator it would take just 343 days for the entire PRS to be “evicted”. Polly really does talk rollocks sometimes.

    100% agree.
    A tenant is evicted every three minutes! This has to be a fabrication or gross distortion of the facts and typical of
    Sheters’s all too often exaggerated and unfounded claims.
    I find it incredulous that anyone with a brain could actually believe this concocted rubbish.
    And where is the NRLA’s response?

    Well there was a massive increase in the issue of Section 21 following Michael Gove’s Proposal of the Anti Landlords Renter’s Reform Bill being pushed by the Anti-Tenant Charity Shelter.
    There are no minority Tenants in my book they are all the same much valued, respected and appreciated. However it’s my House I own it. I bought it and I rent it out on my Terms & Conditions that’s now being eroded and Removed unlike any other Business on Earth.
    Rent anything else T&C apply you understand your are renting and have to give it back whether it’s a Car or a Massive Digger.

    To all the people on here commenting on this useless topic. This and another site called letting today looks very similar are bringing shelters intentions to the media. If you Google, you will not see anything about this in main media.
    Don’t hype lies as ordinary people will believe it to be true. This media outlet is part of the problem.
    Britain has a problem in the way, government including local authorities work and other government bodies work.
    In most cases they cause their own problems. Stop talking about renters reform bill unless we are going to criticise it for the damage it is actually doing. Instead we have 30 charities calling for reform - to a common man that sounds like a good thing as charities are asking for it. Once it’s done, they will realise the consequences. Will these charities house the homeless people -NO. So why listen to their opinion or worse publish it.
    This is like our fishermen wanting Brexit. They wanted no quotas on the fishing. Once they had the Brexit, there was no issue with quotas but they had no one to sell it to. It is the stupid leading the stupid. Brent brought in article 4 direction for HMOs and have apparently spent 13 million over the budget in housing people in hotels.
    A lot of this is happening in the uk now. It is only harming Britain.

    There is a Dire Lack of properties to Rent. 50 -60 people chasing one rented property.
    I agree with Jo The tenants who are being evicted because their Landlords are selling up ,were in no danger of being evicted until Government policies forced them two.

    Charities should have a maximum that they can pay their employees, maybe 30-50k. Once they pay over this amount, they loose their charitable status and become businesses with all the tax due. People working for charities should work for the love and passion of the charity, not the money.

    I don't understand who to say not evict tenant. This my house and my interest whom to keep and whom to evict. We are making unnecessary laws rather than building new houses.

    Once upon a time there was a charity set up to help the plight of homeless people on the streets. Over time it has morphed into a highly organised political pressure group with wildly overpaid executives & a hard line Marxist ideology out to crush the very people who provide many of those homes. Meantime the tatty sleeping bags & filthy blankets still strew the pavements & those smug self congratulating Shelter executives couldn’t give a damn!

    John, was their ever a Charity that didn’t make millions and a big spin off for the people running them. How many Charity scams have been exposed over the years.
    The people running Shelter are doing very nicely thank you, their main topic is not about housing people but to knock Private landlords that house millions, funds will flood in on the back of this then no one will notice what they are up to.
    I bought a Big Issue Magazine recently £4.00 off the Street just curious to see what’s in it. It seems the owners and organisers are not struggling either looks more like a multi million pound Investment Company. I think all those Charities are singing like a Bird.

    Why don't these so called charities house the tenants who have been evicted? Why landlords have to pay for unpaid rent, trashed properties, legal fees etc? Many landlords have already left the market and more will leave because of the new bill.

    And it's %0.21 of their annual income. That means shelter is making over 58 million pound per year. Where is that money going i wonder? 🤔

    Thames Water has Charity status, what a useless utility Company continuously making losses, leaks all over the place no matter how many times they attempt to fix. Over Charge for everything. Pays CEO £750k +
    Bonus for making a loss putting it over a million pa.

    There are homeless charities, that help house people who are working but on a lower wage. They get funding from individuals, councils mainly. Their CEO earns in the range of £40k and seems to be doing a hell lot of work and it is a stressful role. One of my properties has been rented to them for a lot lower amount (50% lower) than other similar properties that I rent out in the same area. That house is also the most valued property as it is in a better area and near the station, shopping etc and 30 minutes to central London. Shelter, Generation Rent and other such charities should house the renters on UC and provide social housing. Then they will not have time to rant all the time. They need to do something useful that helps homeless, single mothers, asylum seekers, long term unemployed people. They are totally sick to always complain about hard working landlords.

    Robin Bradford, very good or following Shelter’s intervention leading 30 Charities Organisations up the Garden Path by the nose. How naïve and out of touch with reality they all are ?, as alternative to your suggestion we could call it - TOTALLY HOMELESS.
