Council says it “didn’t want to go down licensing route” - but it has…

Consultation time is short for landlords wanting to comment on a new licensing scheme proposed for Scunthorpe.

The public consultation closes at midnight on Monday April 22 and relates to a scheme covering 1,505 rental properties in three wards of the town. 

A statement from the council says: “While the majority of North Lincolnshire landlords run their properties responsibly, the council has to deal with issues that show standards are not always adhered to, which can have an effect on the whole neighbourhood, not just the property in question.

“Selective licensing aims to improve standards by tackling the poor management of some private landlords and the poor property conditions they offer. It would require landlords – and tenants – within certain areas to follow strict guidelines around management of properties. The licence conditions cover such things as overcrowding, heating and making the property safe. It ensures homes have essential safety measures installed such as alarms and emergency lighting.”

Councillor Richard Hannigan, deputy leader of North Lincolnshire Council, comments: “We believe selective licensing will enable us to target the areas where there is poor quality and badly-managed accommodation. It will help us address anti-social behaviour and raise standards by forcing rogue landlords and bad tenants to be responsible.

“We have not wanted to go down this route and where landlords are already operating responsibility there will be less impact but we do think this will enable us to protect residents and enhance the community as a whole. We also want to make sure that everyone who has a stake in this has had their say so we have launched this consultation to capture everyone’s views.”

    Will this apply to social housing? 😉. Thought not, yet where are all the complaints of disrepair and damp etc coming from?🤔🤔🤔

    Same old trusted formula. Manipulate/fabricate a ‘consultation’ to justify fleecing private landlords, fuelling rent increases and housing reductions.

    The upside, maybe a few pot holes can be filled!

    Do you really want us to swallow that one and miss out on a £26b market.
    OK so there’s a half a million licenses issued in the UK but there’s 2.6 m landlords so does that mean there are 2m that should be licensed but are not if I am wrong please correct me, I’ll be looking forward to see the figures although if you haven’t the figures it shows how incompetent you are, no surprise there when Councils don’t even know the rules themselves & given landlords wrong information according to what’s being posted on here ?.

    Not every property in a selective license area requires a license. About a 1/3 of mine are but are all in the same selective license area. They are all subject to the same conditions but they're "non licenseable", we'll see how long that lasts for!

    That's me selling up.. I've always been a good LL but I refuseto be licensedjust to fill the coffers of LA. Sorry to the poor families who will be receiving notices. I hope the LA has plenty of spare Social Housing! Maybe they should look at the consequences of their actions. And look at getting their own houses in order first.

    As far as I can see, the only people that benefit from Licencing is the council by imposing yet more unnecessary expenses on good landlords.

    Landlords loose out and then tenants loose out due to costs being passed along.

    I've been lucky so far, none of my houses are in a licencing area. I was recently looking into buying in Scunthorpe as an area to buy, renovate houses and re let them as I wan't to diversify the portfolio a bit and Scunthorpe is not far from most of my other houses, but that idea now has gone out of the window.

    I resent paying a large licencing fee to the council who already have the powers to act and there is just no need for it other than to raise more money from landlords and then passed along to tenants.

    Tenants are the real loosers in all of the government legislation.

    Less landlords buying houses and a lot selling their stock due to government meddling. I hope that they have their big bankers and other friends picking up the slack as quick as private landlords sell up.

    The whole licencing thing is a money making scam.

    Utter scam. Renewal license for one of my properties is now £1135, up 53% since last license 5 years ago. Property fully compliant with every t crossed and i dotted but I'm sure the inspector will find something to justify the hefty inspection sum. It literally adds nothing to anyone. Don't worry though if I spend £12,000 on internal insulation to get my high D to a low C EPC rating the council will give me a £50 discount. I'm writing to my tenants now to tell them why their rent will increase. If they don't like it vote the corrupt turds out!
